This project, funded by the European Commission to examine the cost implications of developing community-based services as an alternative to institutions for people with disabilities is an important step in the Commission’s work of providing analyses and good practice to improve the situation of people with disabilities.
The project is being carried out by a consortium led by the University of Kent and the London School of Economics. In a first stage the project collected, analysed and interpreted existing statistical and other quantitative data on the number of people with disabilities in residential facilities in 28 European countries. For Belgium, France, Luxembourg and the Netherlands EASPD and LUCAS (KUL) collected the data with the support of the Flemish Fund and some major service-provider-networks. During the second phase the situation in Germany, Italy and the UK was researched more in depth. This 2-years project will come to an end in 2007.
