EASPD is looking for an external evaluator to assess the performance of the organisation in delivering on its 2017 work programme in the framework of its operating grant co-financed through the EaSI Programme.

Main Elements of Work
A. DELIVERY OF THE WORK PROGRAMME 2017 AND QUADRENNIAL STRATEGIC ACTION PLAN 2014-2017
The external evaluator will evaluate the results and performance of EASPD based on specific priority areas as mentioned in the 2017 work programme and linked to EASPD’s objectives identified per area. The evaluator will also assess the level of achievement of the objectives of our Quadrennial Strategic Action Plan 2014-2017 linked to the EASPD current strategy which is coming to an end (REACHING OUT STRATEGY 2014-2017). The evaluation will cover the level of achievements of EASPD in advocacy and ability to influence policy making as well as EASPD’s support for capacity building among service providers (EASPD membership’s added value).
B. NEW EASPD STRATEGIC FRAMEWORK
The external evaluator will conduct a sounding about the process followed to prepare the EASPD´s strategic framework post 2017. In addition, and considering the outcomes of the evaluation done as part of the above-mentioned assignment (A), he/she will elaborate a Roadmap on the Implementation of EASPD Strategy 2018-2021 covering the following elements:
1. List of relevant activities and their priority level
2. Capacity and participation of EASPD members in the implementation of the new strategy
3. Communications tools & channels, with particular attention to those related to policy and advocacy work.
The final Evaluation Report (including the Roadmap), to be produced in English, should present results in a user-friendly and easy to understand manner and should also give concise, useful and practical guidelines on how to improve EASPD’s internal operations in order to be more efficient and effective in achieving the objectives of EASPD within its new strategic framework.
Information on the above-mentioned topics will be gathered through:
* desktop review of related documents and deliverables;
* discussion with EASPD’s Development Manager;
* questionnaires to EASPD members;
* interviews with EASPD Governance bodies ‘members (Executive Committee, Board and chairs and co-chairs of the different working groups);
* discussion of findings with EASPD Secretary-General.
The external evaluator will be expected to demonstrate that she/he has extensive experience in conducting evaluations of non-governmental organisations and a proven record delivering professional results. Candidates with already proven experience in conducting similar evaluation exercises within the framework of EaSI programme will be particularly welcomed. The knowledge of other languages than English will be a competitive advantage.
