EDITORIAL

For many persons with disabilities, social services are still of vital significance as they allow equal chances and participation. In its strategic orientation EASPD has committed itself to implementing the UN convention of rights for persons with disabilities (UNCRPD) and we have been working very hard towards this target by constantly developing social services. With the year 2013 coming to an end, together with the new EASPD board, we would like to seize this occasion to briefly wrap up this year’s achievements and to keep you updated in detail with our future objectives. Annual Growth Survey 2014 and Policy Roadmap for the 2013-2014 implementation of the Social Investment Package, first assessment

This very productive November witnessed also the publication of two key documents: the Annual Growth Survey 2014 and the Policy Roadmap for the 2013-2014 implementation of the Social Investment Package (SIP). The Annual Growth Survey (AGS) is published at the end of every year and kicks-off the European Semester, setting the priorities at EU level for the year to come. Read more here
 

EU Budget, structural funds and new programmes starting in 2014 have been approved!

The last weeks have been busy for the European Parliament. On 19 November the EU Parliament adopted the new European budget from 2014 until 2020. The main areas of expenditure will be the Common Agricultural Policy and Rural Development, Cohesion funding, and research and innovation. The day after, the Regulation on the European Social Fund as well as the Common Provision Regulations for the European Structural and Investment Funds were adopted. Read more here
 

The review of the legislation on VAT reduced rates might put at stake the sustainability of social services

A consultation on the review of existing VAT legislation has been launched and will be opened until the 14th of February. The consultation aims at harmonising VAT systems in Europe. The main objectives are the abolishment of reduced rates which constitute an obstacle to the proper functioning of the EU internal market and of reduced rates for goods and services whose consumption is discouraged by other EU policies. The objective includes the harmonisation of VAT rate of similar goods and services. Read more here

3rd Convention of the European Platform Against Poverty and Social Exclusion

On 26th and 27th November, the Third Convention of the European Platform Against Poverty and Social Exclusion took place at the Egg, gathering organisations active in fighting social exclusion at national and at European level. As usual, the Convention was opened by Barroso, President of the European Commission and Van Rompuy, President of the European Council. Read more here
 

Position of Persons with Disabilities in Serbian Community in Kosovo

The report on the situation of persons with disabilities (PWDs) in the Serbian community in Kosovo has been prepared within the project “Innovation, Inclusion, Human Rights”, funded by the European Union Office in Kosovo and conducted by the Centre for Society Orientation - COD in cooperation with the NGO “Future without Fear - FWF” from Štrpce. PROJECT UPDATES

Erasmus + Programme update

On 19 November 2013, the European Parliament approved the Erasmus + Programme of the European Commission. Adoption by the Council (Member States) is expected in December. The Erasmus+ programme will start in January 2014. The Erasmus + Programme will replace the current 7 programmes on Lifelong Learning, Youth in Action, Erasmus Mundus, Tempus, Alfa, Edulink and Cooperation with industrialised countries. ERGO WORK project

EASPD is involved as a partner in a project which has just started about ergonomics at work. Social Cohesion is one of the main 7 objectives of the Europe 2020 Strategy and the labour insertion of fragile persons in the labour market is a relevant part of it. If the focus is moved to the employability of persons with disabilities we can see that more difficulties exist due to prejudices of employers and wrong “social” visions about such aspect. Launching of the DELAROSE project

DELAROSE (Delivering E Learning Accreditation to Reduce Occupational Stress in Employment) is a Transfer of Innovation Project which builds upon the work carried out by ROSE (Reducing Occupational Stress in Employment) which was a Development of Innovation project. ROSE is an open source self-help programme for workers in the health and social care sectors in Europe to manage work related stress at an individual and environmental level. Read more here
 

Implementation of innovative teaching programmes in national schools

Based on the principles of Universal Design and Reasonable Accommodations embedded in the UN Convention on the Rights of Persons with Disabilities (UNCRPD), INVESTT sets out to facilitate the inclusion of pupils with special educational needs (SEN) in the regular vocational education and training (VET) system, and support quality and innovation in the VET systems. ENTELIS project selected for funding by the European Commission

The good news comes from Brussels in the form of an acceptance letter of the European Network for Technology Enhanced Learning in an Inclusive Society (ENTELIS) proposal that was submitted under the Lifelong Learning Programme. The proposal aims at creating a sustainable network of organisations working for the systematic development of PCT competence of persons with disability. Read more here
 

Modularisation and Recognition of basic VET via ECVET and EQF

For many people with intellectual and learning difficulties, with migration background, for drop-outs and people from sectors of society with low educational achievement it is impossible to finish, even to enter formal VET programmes. But without recognised certificate access to the labour market is seriously compromised. To ease this target group’s access to VET and also to lifelong learning training programmes must be tailored to these learners’ needs.Read more here
 

Inclusive Schools, a Priority

On 3 December 2013, the International Day of Persons with Disabilities, a project aimed at inclusive education for youth with disabilities in France was launched.  ‘Inclusive Schools, A Priority’ is a partnership between l’APAJH, l’APF, Unapei, CCAH and Réunica. Read more here
 

A collaboration toolbox to build a school for all

The Standing Committee on Education would like to promote an interesting Comenius-project ‘Together is better’ that is coordinated by Vlaams Verbond van het Katholiek Buitengewoon Onderwijs (VVKbuO) across six countries (Belgium, the UK, Austria, Finland, Slovenia and Sweden). The general aim of the project is to promote inclusive education and lifelong learning for ALL learners.

EVENTS NOTIFICATION

EASPD Policy Events
  • Provider Forum Scandinavia

EASPD in cooperation with KVPS and with the SOR Foundation is organizing its first provider forum in the Scandinavian area. On 27th and 28th January participants will discuss about the Convention on Rights of Persons with Disabilities, on the recent EU policy developments and their impact on the disability sector in Scandinavian countries. Also information will be provided on the EU funding opportunities for the years to come.

Speakers will include Luk Zelderloo, EASPD Secretary General, Theresia Degner, Professor of Law and Disability studies for the university of Bochum, Germany, Ann-marit Sæbønes from Norway and Ola Larsson, president of the Grunden Association, a Swedish national organisation for and with persons with intellectual disabilities.   • Annual Conference 2014 - Siegen

EASPD together with the Centre for Planning and Evaluation of Social Services (ZPE) of the University of Siegen are pleased to invite you to the European conference on Planning Inclusive Communities in Siegen, Germany from 27th to 28th of March 2014.The conference is organized in partnership with the Ministry of Employment, Integration and Social Affairs of the German State North Rhine-Westphalia.
