The mandate of COD is to work on building support capacity of local actors in the Republic of Serbia and other countries of Southeast Europe during transition period, in order to enable all marginalized groups, with a special focus on people with disabilities, enjoying their fundamental human rights and equal opportunities.
Association “Halfway there” from Pancevo, Serbia, was founded in 2006. "Halfway there" is engaged in improving the quality of life for people with intellectual disabilities and to empower them and their families. The mission is to create the necessary conditions for equal and active participation of the population with intellectual disabilities in all spheres of the society, to develop a necessary awareness in the community that people with disabilities are equally important and useful members of the society, and therefore enable the full inclusion of this population into society.

The Republic Institute for Social Protection (RISP) is assigned by the State for the exercise of developmental, advisory, research, and other expert activities in the social field. RISP conducts the quality of professional work and services in social welfare institutions monitoring; provides expert support in the improvement of professional work and social services; conducts research of social phenomena and problems; creates reports and proposes measures for the improvement of services and policies; creates relevant databases; organises and participates in professional development and vocational training of professionals; produces publications; informs expert and general public on implementation of activities in the social welfare system.
