EASPD Releases Summary Reports on the European Semester

The European Commission has published its annual Country Reports of 27 Member States as part of the European Semester process. Each year, the Commission undertakes a detailed analysis of each country's budget, macroeconomic and social policies. The process aims to coordinate economic polices across the EU and promote the achievement of the "Europe 2020" targets.

What can they do for you?

The Country Reports and European Semester process are additional instruments for service providers to lobby for change at national or regional level. The Country Reports can support the work that you do in their your by:

  • Supporting your message By highlighting issues which must be addressed by Member States the Country Reports may help to back up your own arguments and messages to your relevant authorities. This strengthens your argument as it would not only be your own individual position, but also the position of the European Commission.
  • Creating a platform for you to provide expert advice and reccomendations on how to improve a certain highlighted situation. 
  • Providing additional opportunities for the funding of your services. It is expected that the Country Reports will effect the financing opportunities that are available through the European Structural and Investment Funds after 2020.Therefore, if you wish to make sure that you can benefit from European funds for your activities, it is crucial that  you have an impact on the Country Reports. To do this, it is important to be aware of what the Country Reports currently say, do not say or if they provide misguided information or messages.
What do they say?

These are the first Country Reports since the proclamation of the European Pillar of Social Rights. The Pillar serves as a guide in the European Semester process to help to strengthen its social dimension and build a fairer Europe. EASPD's reports focus on the Commission's assessment of the status of people with disabilities or disadvantaged groups across the following areas: employment, education, (health) care, and social exclusion.

To analyse the current status of inclusion and social rights in each country, EASPD has summarised these national reports and identified the key points of interest for EASPD members. You can find our summary of each Country Report by clicking on each country title below.

Alongside these summaries is a brief overview of the European Commission’s feedback on 4 key policy areas:

  1. Employment and Labour Market Policy
  2. Education Policy
  3. Health Care
  4. Social Inclusion

EASPD has used a traffic light system to identify the tone of the European Commission’s comments on Member States’ performance in each of the relevant domains.
