Open Letter to the Council of Europe’s Committee of Ministers and Committee on Bioethics regarding the Draft Additional Protocol to the Oviedo Convention

The Council of Europe is being called on by social care organisations to withdraw a draft protocol according to which measures as confinement, isolation, binding, drugging and electroshock would be used as a medical treatment in mental health care facilities. While working on a protocol allegedly intended to shelter persons suffering from mental conditions, the Committee on Bioethics of the Council of Europe is actually trying to find ways to force patients undergo interventions. This violates the UN Convention on the Rights of Persons with Disabilities and other international human rights. As stated by Jolijn Santegoeds, 'There is still this misconception that people going through a crisis are dangerous and need to be locked-up. Europe must understand that coercion is not care'.

On 15th September, EASPD joined 14 other organisations in signing an open letter was sent to the Council of Europe, urging them to withdraw the protocol.
